At the December 2023 BTO sales launch, HDB will be offering about 6,000 BTO flats in Bukit Panjang, Jurong West, Woodlands, Bedok, Bishan, Bukit Merah and Queenstown. Read our guide before you make a decision on which BTO project to go for.
What happened?
Christmas came early as the December 2023 HDB BTO sales launch is now open.
This comes just shortly after the results of the October 2023 HDB BTO sales launch were released on 28 November 2023.
HDB has since been working hard to provide Singaporeans with plenty of opportunities to ballot for their dream homes.
This time, a grand total of 6,057 flats are available for prospective homeowners to apply for by 11 December 11:59pm.

Which projects are available in HDB BTO launch in December 2023?
The December projects are spread out across four non-mature and four mature estates.
BTO flats have been launched in Bukit Panjang, Jurong West, and Woodlands for the non-mature estates.
Bedok, Bishan, Bukit Merah, and Queenstown make up the mature estates for this sales launch.

Petir Park Edge
Located along Petir Road, homeowners of this project will enjoy close proximity to Bukit Panjang MRT, Cashew MRT, Hillion Mall, and Bukit Panjang Plaza with a short bus or LRT ride.
Other notable amenities include Petir Park, Bukit Panjang Community Library, Bukit Panjang Community Club, Bangkok Market, Pang Sua Pond, Chestnut Nature Park, and Dairy Farm Nature Park.
Nearby schools include Bukit Panjang Primary School, Greenridge Secondary School, Assumption English School, CHIJ Lady Queen of Peace, and Zhenghua Primary School.

This project is located along Jurong West Street, which is just a short walk from food and shopping options at Jurong Central Plaza and Jurong West 505 Market & Food Centre.
Residents will be able to reach Lakeside MRT with just a short bus ride; moreover, the new Corporation MRT station on the upcoming Jurong Regional Line is also under construction nearby.

Woodlands Beacon & Urban Rise @ Woodlands
This time there are two BTO projects offered in Woodlands with both of them offering the convenience of being located in the town centre.
Homeowners will enjoy being situated right next to Woodlands MRT, with transport access via the North-South Line and Thomson-East Coast Line.
When it comes to surrounding amenities, there is Causeway Point, Woodlands Community Club, Woodlands Civic Centre, Woodlands Regional Library, Admiralty Park, and Woodlands Town Park East.

For East side lovers, this Bedok BTO project offers over 1,200 flats that come with a wait time of less than 4 years.
It is located near both Bedok North MRT and Bedok MRT stations.

The BTO flats at Sin Ming Residences are probably the most highly sought after, given the location and the shortest waiting time of just 2 years and 8 months.
This project will be the first Sin Ming flats in 35 years to go on sale during this December launch.
Located along Sin Ming Road, residents will be in close proximity to Upper Thomson MRT and Bishan MRT stations.
Surrounding amenities include Sin Ming Plaza, Shunfu Mart, Bishan North Shopping Mall, Junction 8, Bishan Public Library, Marymount Community Club, Bishan Public Library, Bishan Community Club, and Bishan-Ang Mo Kio Park.

Alexandra Peaks
In this Bukit Merah BTO project, homeowners will be in close proximity to Redhill MRT as well as scenic views of the waterfront.
Avid runners will also enjoy running routes along Alexandra Canal and the Alexandra Park Connector which stretches all the way to Tanglin Road.
Flats in this location are definitely in an enviable location as HDB recently announced their planned enhancements under the Remaking Our Heartland (ROH) programme for Bukit Merah residents.
Note: flats at Alexandra Peaks are offered under the PLH model.

What are the changes in rules for this HDB BTO launch onwards?
Homebuyers should note that from this launch onwards, the following changes will take effect:
Firstly, second-timer status will be given for 1 year if you reject your flat selection appointment once.
Secondly, all applications will be cancelled the moment you get a flat selection appointment.
There are two scenarios that illustrate this change.
Scenario 1
If you get a queue number that is within supply, you cannot apply for future launches until the date of your flat selection appointment has passed. This is unlike previous launches where you could still apply for the next launch if your appointment number had not yet been called, thereby theoretically allowing you to hold up to two queue numbers.
Scenario 2
If your queue number is out of supply, you may apply for subsequent launches. But if you happen to get a flat selection appointment (due to other applicants dropping out, thereby pushing up your number up in the queue), your future applications will be cancelled. If you reject the aforementioned selection appointment, you will be given second timer status for 1 year. The only exception to this is if there are 10 or fewer flats by the time of your appointment.
Should I go for a HDB BTO project with a good location or one that I have a higher chance of getting a queue number within supply?
It depends on how important having a good location matters to you and how long you are prepared to keep balloting for your BTO flat.
The key point to note here is that you are not choosing between selecting a flat in a popular or less-favoured location—you are choosing the chance of selecting a flat in a popular or less-favoured location.
Faced with decisions under uncertainty, we can understand that some Singaporeans tend to be more risk-averse than others, especially if they need a flat as soon as possible.
If you and your partner cannot afford to wait, and you do not mind a flat in a non-mature estate, then it would make sense to maximise your chances by applying for a less popular project.
Will Sin Ming Residences HDB BTO be oversubscribed?
Sin Ming Residences will very likely be popular given that it is located along Sin Ming Road, just a mere walk from the new Upper Thomson MRT station.
It also does not fall under the PLH model which means that homeowners are allowed to sell their flat after a minimum occupation period of 5 years.
Most importantly, it has the shortest waiting time—just 2 years and 8 months as construction is already underway.
Our guess is that there will likely be high demand for this project and you may need to catch a leprechaun for extra luck.
What would Beansprout do?
If you and your partner are ready to apply for a BTO, there is no better time to do so at this year end sales launch.
If you are interested in the October 2023 HDB sales launch, you will have to apply online for your choice town and flat type by 11 December 11:59pm.
In the next BTO exercise scheduled in February 2024, HDB will offer around 4,100 flats in Bedok, Queenstown, Choa Chu Kang, Hougang, Punggol, and Woodlands.
Readers will note that this is lower as compared to the previous BTO sales launches held in October (6,800 flats) and May (6,995 flats) for the year of 2023.
Generally speaking, the February launches tend to be smaller as seen from the February 2023 (4,428 flats) and February 2022 (3,953 flats) sales launches.
